“Dogs found in an unsafe environment, distress or harm’s way (for example: left unattended on a grooming table in a noose not attached to a safety release clip; left in a vehicle without proper ventilation) will be removed to safety. Exposing a dog to an unsafe environment, distress or harm’s way is considered mistreatment and illegal. Any damages incurred as a result of rescuing mistreated animals will be at the owner's expense.”
